Then when his heart was lifted up (pride) he fell and was cast down and before he fell in v. 14 it says he was walking up and down in the mist of the stones of fire in Heaven. He still has access to Heaven because of what Job 1:6, 2:1 says notice how it says sons of God came to present themselves before the LORD, and Satan came with them. Before Lucifer fell he walked up and down in Heaven but, in Job 2:2 he now walks up and down in the Earth.
