By Avi Issacharoff - April 28, 2017 - If anyone doubted the sincerity of Palestinian Authority President Mahmoud Abbas intended “disengagement” from the Hamas-run Gaza Strip, the PA’s official announcement on Thursday made clear that the rais has made up his mind. PA Civil Affairs Minister Hussein al-Sheikh formally notified the Israeli Coordinator of Government Activities in the Territories (COGAT), Maj. Gen. Yoav Mordechai, that as of next month, the PA will stop paying Israel for providing electricity to the Gaza Strip.
This is high drama, for several reasons. The first is symbolic, in that the Palestinian Authority is taking its first official step toward separating from the Gaza Strip and shifting responsibility for it to Hamas.
The second is on the practical level. Gaza’s residents receive, on average, six hours of electricity per day. This is because the Gaza power station has stopped working. Israel supplies the Strip with approximately 30 percent of its electricity consumption. Were that supply to be interrupted, instead of six hours of electricity per day Gazans would be lucky to get two. Any further reduction in the supply of electricity will undoubtedly lead to unrest, and no one knows where that unrest could lead. Public fury could focus on Hamas, but past experience shows that it would probably be directed toward Israel in the end. This could prompt raised tensions or another round of conflict.
Israel, therefore, faces a dilemma. Should it pay for the supply of electricity to Gaza, including for the offices of high-ranking Hamas officials such as Ismail Haniyeh and Yahya Sinwar? Or, with the bills unpaid, should it cut off the power, and risk bringing the next war closer.. Continued:

RUSSIA RECOGNIZES WEST JERUSALEM AS ISRAEL'S CAPITAL
IVARFJELD - April 7, 2017 - There will soon be held a huge party in Jerusalem. But the true Messias will not have arrived, yet. Taken aback, Foreign Ministry in Israel says it is studying Moscow’s statement, which also calls for Palestinian capital in East Jerusalem.
In an unexpected, unprecedented and curious move, Moscow on Thursday said it considers West Jerusalem to be Israel’s capital, making Russia the first country in the world to extend such a recognition to any part of the city.
We reaffirm our commitment to the UN-approved principles for a Palestinian-Israeli settlement, which include the status of East Jerusalem as the capital of the future Palestinian state. At the same time, we must state that in this context we view West Jerusalem as the capital of Israel,” the Foreign Ministry in Moscow said in a statement.
Russia’s surprising announcement came as US President Donald Trump considers moving the US Embassy from Tel Aviv to Jerusalem. It is unclear what prompted Moscow’s decision and whether other countries in its sphere of influence will follow suit. Officials in Jerusalem, evidently taken aback by the statement, declined immediate comment on the announcement. “We are studying the matter,” Foreign Ministry spokesperson Emmanuel Nahshon said.

PALESTINIANS DEMAND BRITAIN APOLOGIZE FOR BALFOUR DECLARATION
On the occasion of the 100th anniversary of the Balfour Declaration, which stated that a Jewish state be founded in the Holy Land, more than 11,000 people have signed an online petition calling on the British government to formally apologize for it.

More than 11,000 people have signed an online petition calling on the British government to formally apologize for the Balfour Declaration, a letter written by British Foreign Secretary Lord Balfour in 1917 expressing Britain’s support for the establishment of a Jewish national home in the Holy Land.
The petition was recently launched by the Balfour Apology Campaign (BAC) and calls for the British government “to openly apologize to the Palestinian people for issuing the Balfour Declaration.” The 100th anniversary of the declaration, which many see as the document that paved the way for a Jewish state in Israel, will be marked in November, and British Prime Minister Theresa May has invited Israeli Prime Minister Benjamin Netanyahu to visit the UK for the occasion. Netanyahu has accepted the invitation. The British government was responsible for mandatory Palestine from 1917 to 1948, when they withdrew just before Israel declared an independent Jewish state. Palestinians say they now want an apology.
“We have said clearly that we have been victims of British colonialism and that the least we would expect from the UK is to apologize to the Palestinian people,” Xavier Abu Eid, a spokesman for the PLO, told the Media Line. “A foreign colonial power decided to give Palestine to an organization that was not even in Palestine. This is one of the darkest episodes of the past 100 years.” As the petition has already reached 10,000 signatures, the British government must issue a formal response, within three days. Organizers said it had passed the 10,000 mark five days ago and they have yet to receive a response. If they reach 100,000 signatures, the petition will be considered for debate in parliament.
The Balfour Declaration, issued on November 2, 1917, was a 67-word statement as part of a letter addressed to Walter Rothschild, a leader of the British Jewish community.
The text reads as follows: His Majesty's government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of this object, it being clearly understood that nothing shall be done, which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.”
The Balfour Apology Campaign says that it is this letter that is responsible for the fact that Palestinians do not have an independent Palestinian state today.

WASHINGTON – A government watchdog group is turning the tables on two key Democrats on the House Intelligence Committee who appear to be trying to block a probe into whether the Obama administration spied on the Trump team.
Judicial Watch has requested the House Office of Congressional Ethics launch an investigation into whether Rep. Adam Schiff, D-Calif., and Jackie Speier, D-Calif., “disclosed classified information to the public in violation of House ethics rules.” That is the exact charge in the ethics complaint filed against Intelligence Committee Chairman Devin Nunes, R-Calif.
However, while Judicial Watch maintains Nunes’s statements were “innocuous,” the group provided information that appears to show the two Democrats seem to have done exactly what they accused the chairman of doing: improperly disclosing classified information. “The irony is a fair investigation would likely exonerate Nunes and ding Schiff and Speier,” Judicial Watch President Tom Fitton told WND. The ethics probe launched against Nunes caused him to step aside from chairing his committee’s investigation into possible Russian election interference and possible Obama administration political spying on the Trump team, in order not to be a distraction.

OFFICIALLY, FRANCE PROHIBITS ANY FORM OF BOYCOTTS IN FRANCE

In 2015, the Court of Cassation confirmed a 2013 decision regarding the illegality of boycotts and the call for boycotts in France. Under the law, in 2013, BDS France was fined €28,000 (USD $30,000) by a local French court, after a call made in 2010 by 14 activists to boycott Israeli products in a supermarket. In addition, each of the 14 activists was fined €1,000.
However, according to a report recently released by NGO Monitor, the French government continues to fund NGOs openly hostile to Israel and to fund NGOs that support and promote boycott campaigns against Israel.
The French government’s financial support for boycott campaigns embraces:
•The Made in Illegality campaign — which includes The Platform of French NGOs for Palestine, International Federation of Human Rights (FIDH), as well as the French Union La CGT. France’s financial support goes beyond the French government’s November 2016 decision to support labeling products produced in the settlements and instead supports the boycott of such products.The campaign’s goals include “prohibiting the import of settlement products,” “excluding the settlements from their bilateral agreements and cooperation with Israel,” and “excluding companies which are active or located in the settlements from public markets and public procurement procedures…”
•The French government (Agence Française de Développement, AFD) provided the Platform of French NGOs for Palestine with €46,560 in 2009, €199,000 from 2011-2014, and €225,000 from 2014-2017. The Council of Île de France Region provided the Platform with €62,000 in 2013, €22,000 in 2014, and €20,000 in 2015. Claude Léostic, President of The Platform, was denied entry to Israel, and compared Israel to Nazi Germany: “…The people of France resisted the Nazi barbarians… But you have been suffering for more than 40 years, as incredible as it seems in this modern world, and that came after the Nakba…”According to NGO Monitor, “40% (€225,000) of The Platform’s 2014 project “Mieux agir pour le respect du droit en Palestine” (Improved Action for the Respect of Rights in Palestine) was funded by the French government (AFD). This project was partnered with Ittijah. In 2010, the head of Ittijah, Amir Makhoul, was sentenced to nine years in prison for spying for Hezbollah during the 2006 Lebanon war. The Platform of French NGOs for Palestine and Ittijah were also partners on a project supported by the French government (€43,560 from AFD) in 2009, while Makhoul was still the head of the organization.
•Catholic organizations are also extremely active members of the Platform of French NGOs for Palestine and open supporters of boycott, divestment and sanctions (BDS). Among these Catholic organizations are: Secours Catholique-Caritas France (SCCF); La Cimade; Pax Christi France; Comité Catholique contre la Faim et pour le Développement–Terre Solidaire (CCFD).These Catholic organizations are heavily subsidized by French government and distributes grants to various anti-Israeli NGOs. The Israeli Alternative Information Center (AIC), for example, received €14,950 in 2013 from the Commission nationale consultative des droits de l’homme (National Consultative Commission for Human Rights). The AIC also received also €19,970 in 2013, €4,975 in 2015, €12,960 in 2016 via CCFD-Terre Solidaire. Palestinians must be allowed to build an independent state, China's Foreign Minister Wang Yi said on Thursday after meeting Palestinian Authority Foreign Minister Riyad al-Maliki, who pushed Beijing to do more in the Middle East peace process.
"This year marks the 70th anniversary of the United Nations' passing of Palestine-Israel Partition Plan. According to the resolution at that time, Israel had the right to statehood, Palestine also had the right to statehood. However, after 70 years, what we can see is that Palestinian brothers have yet to establish an independent country with full sovereignty. This is unfair. This kind of historical injustice must be corrected and cannot continue," Yi stated during a joint briefing with al-Maliki.
Chinese envoys occasionally visit Israel and the Palestinian Territories, though China has traditionally played little role in Middle East conflicts or diplomacy, despite its reliance on the region for oil.
Beijing has traditionally had a good relationship with the Palestinians.
"We do like to see more Chinese involvement in bringing about a peace agreement between Israel and Palestine. And of course, you know, China is a good friend to both parties, to Israel and Palestine. That really qualifies her to play a role if that really suits her," added al-Maliki at the briefing. The Middle East, however, is fraught with risk for China, a country that has little experience navigating the religious and political tensions that frequently rack the region.

(AFP/MANDEL NGAN) Palestinian Authority President Mahmoud Abbas reportedly showed US President Donald Trump maps drawn up as part of a former Israeli prime minister's 2008 peace proposal, which Abbas chose not to accept at the time, during his visit to the White House last week.
Abbas told Trump that his negotiations with former Israeli prime minister Ehud Olmert, which fell apart without an agreement, should form the basis of any future peace talks, the Israeli daily Haaretz reported on Tuesday.
A Palestinian spokesperson told Haaretz that Abbas showed Trump documents and maps with the details of the 2008 Olmert proposal.
"At that time they discussed territorial swaps of 1.9 percent whereas Olmert suggested 6.3%. That was the end of the negotiations because Olmert left the political arena," the spokesman said. "We told President Trump and his team that the gaps [between the Palestinians and Israelis] were not so wide and that [those documents and maps] would be a good starting point for negotiations about borders" the critical issue with implications for all the core issues of a future agreement."

The PA leader ultimately balked at Olmert's 2008 offer, and later cited the then-prime minister's legal troubles at the time as his primary reason. Olmert had announced that he planned to resign in order to fight corruption allegations, and Abbas doubted the Israeli had the political clout to see the deal through. Olmert is currently serving a 26-month jail sentence on various corruption charges.
Abbas also said Olmert's offer to accept a symbolic number of Palestinian refugees into Israel did not resolve the issue.
The Times of Israel asked Abbas's foreign affairs adviser Nabil Shaath on Monday whether Abbas had shown the maps to Trump, but the veteran negotiator said he couldn't confirm that detail.
Shaath, however, said the so-called final status issues raised since the Oslo peace process in the 1990s will be a part of the negotiations, including Jerusalem, borders, refugees and settlements.

AHEAD OF TRUMP VISIT, FOREIGN MINISTRY CALLS STRIKE OVER WAGE DISPUTE
Foreign ministry workers declare a general strike to disrupt an expected upcoming visit by US President Donald Trump.
In a memo to all ministry employees in Israel and abroad, head of the workers union Hanan Goder instructs workers not to participate in any preparations for Trump’s visit effective Thursday.
The fight between the diplomatic service and the Finance Ministry over low pay has been ongoing for several years. The diplomats argue that past agreements are not being honored and budgets are not being approved.
Jerusalem and Washington are in talks to arrange a one-day visit by Trump to Israel, rumored to be on May 22.

DEATH TOLL IN IRAN MINE EXPLOSION RISES TO 42
Iranian search crews find seven more bodies at the site of last week’s coal mine explosion in northern Golestan province, raising the number of confirmed fatalities in the incident to 42, state TV reports.
The explosion last Wednesday at Zemestanyurt mine has been blamed on methane gas that had accumulated in the mine. The incident is believed to be the worst industrial accident to strike Iran in the last few decades.
Iranian media reports that at least 75 were injured in the explosion, and that the methane gas had sickened dozens of people who rushed into the mine to try to rescue those trapped.

APRIL SEES ALL-TIME RECORD FOR ISRAEL TOURISM
Last month saw the highest-ever influx of tourists for any single month in Israel’s history, the Tourism Ministry says in newly released figures. The ministry recorded 349,000 tourists entering Israel in the month of April, a 38% increase from last April, and the highest number of visitor arrivals in the country’s history in a single month. GERMAN POLICE ARREST 2 ALLEGED SYRIAN JIHADISTS
German police arrest two suspected Syrian jihadists, one of them an alleged member of the Islamic State group accused of slitting the throat of a regime soldier, prosecutors say. The alleged former IS member, identified only as 30-year-old Abdulmalk A., was arrested in Berlin, and his 23-year-old compatriot Mousa H. A. in the eastern state of Saxony-Anhalt.
Both men allegedly first joined the Islamist rebel group then called Al-Nusra in 2012 to battle the regime of President Bashar Assad, with Abdulmalk A. commanding fighters. He allegedly captured a Syrian army sniper in early 2013 near the city of Tabqa, forced him to dig his own grave and slit his throat, the prosecutors say in a statement.

THE GREAT EMBASSY RACE: US AND RUSSIA ELBOWING EACH OTHER, EYING JERUSALEM

Both dramatic events took the world by surprise, representing nearly simultaneous reversals of the internationally accepted status quo.

Russia recognizes west Jerusalem as Israel’s capital, the Russian Foreign Ministry stated in a surprise announcement on Thursday. The announcement comes as US President Donald Trump’s administration is agonizing over whether to move its embassy from Tel Aviv to Jerusalem, a move that would constitute recognizing west Jerusalem as the country’s capital. No other country in the world recognizes any part of Jerusalem as Israel’s capital. The statement issued by the Russian Foreign Ministry reads, “We reaffirm our commitment to the UN-approved principles for a Palestinian-Israeli settlement, which include the status of east Jerusalem as the capital of the future Palestinian state. At the same time, we must state that in this context we view west Jerusalem as the capital of Israel.” This is a sharp shift in Russian policy, which until now has formally held that Jerusalem should eventually be under a permanent international regime. NETANYAHU TO TILLERSON MOVING U.S. EMBASSY TO JERUSALEM WILL 'SHATTER PALESTINIANS FANTASY'
By Deborah Danan - Moving the U.S. Embassy to Jerusalem would help peace efforts by "shattering the Palestinian fantasy that Jerusalem is not the capital of Israel," Prime Minister Benjamin Netanyahu said in a statement on Sunday.
His remarks followed those made earlier in the day by Secretary of State Rex Tillerson, in which he said the White House was reviewing whether relocating the embassy to Jerusalem would help or harm the peace process.
"Israel's position has been stated many times to the U.S. government and to the world," Netanyahu said. "Moving the U.S. embassy to Jerusalem will not only not harm the peace process, it will advance it by correcting a historical wrong and by shattering the Palestinian fantasy that Jerusalem is not the capital of Israel." On Thursday, Netanyahu reiterated his belief that all foreign embassies should relocate to Jerusalem, the "eternal capital of the Jewish people."
Earlier on Sunday, Tillerson said it was not clear whether an embassy move would help or harm prospects for a peace deal between Israel and the Palestinians. "The president is being very careful to understand how such a decision would impact the peace process," Tillerson said in an interview broadcast Sunday on NBC's Meet the Press. He added that Trump would base his decision on the interests of all sides, but would also consider "whether Israel views it as helpful to a peace initiative or perhaps a distraction."
However, last week the White House denied rumors that Trump had shelved plans for the embassy move. Deputy Press Secretary Sarah Huckabee Sanders said the "president has not made a decision yet and is still reviewing that."
Sanders was questioned about a report on the Hebrew-language news site NRG that said Netanyahu had received notice that Trump would renege on his campaign promise and sign a waiver on the congressional mandate to move the embassy on June 1. That waiver has been signed every six months by U.S. presidents since 1995.

TRUMP MUST PRAY ON TEMPLE MOUNT FOR GOD'S HELP IN BRINGING MESSIAH: SANHEDRIN

Psalms 122:6 (The Israel Bible™) The nascent Sanhedrin sent a letter on Monday to US President Donald Trump, calling on him to ascend to the Temple Mount and pray for world peace when he arrives in Jerusalem next week for his first state visit.
If Trump chooses to answer the call, he will not only be making a powerful political statement but enacting precisely what King Solomon described when he first dedicated the Temple 3,000 years ago.
Rabbi Hillel Weiss, spokesman of the Sanhedrin, emphasized the timeliness of this call to prayer at this specific point in history. "Trump is standing at a historic cusp, when the world can fall into an abyss of conflict," Rabbi Weiss told Breaking Israel News. "Whether it begins in North Korea or Syria or Europe, the seeds of war are already sown."
The prospect of war is truly chilling, but the rabbi explained that the possibility for great global good is equally as strong.
"Alternatively, President Trump can choose to be a part of a process to bring the Messiah and unprecedented blessing to the world, in the same manner that King Cyrus played his part in building the Second Temple."
Rabbi Dov Stein, the Secretary General of the Sanhedrin, explained that praying at the holy site is essential for President Trump to achieve his lofty goals. "President Trump says that he wants to do good in the world, and if this is indeed the case, then God will surely help him in this endeavor," Rabbi Stein told Breaking Israel News. "In order for any endeavor to succeed, you must ask for God's help. The proper place for a leader to pray is on the Temple Mount. If President Trump does so, he will receive this blessing, enabling him to achieve great success."
The rabbi explained that the precedent is described explicitly in the Bible. "When King Solomon completed the Temple some 3,000 years ago, he dedicated the building by calling on foreign kings to come and prayer," Rabbi Stein said, citing the First Book of Kings.
Moreover concerning the stranger that is not of Thy people Yisrael, when he shall come out of a far country for Thy name's sake...when he shall come and pray toward this house; hear Thou in heaven Thy dwelling-place, and do according to all that the stranger calleth to Thee for; that all the peoples of the earth may know Thy name, to fear Thee, as doth Thy people Yisrael, and that they may know that Thy name is called upon this house which I have built. I Kings 8:41-43
"We also feel that if he sees the place for himself, he will better understand the reality of the situation," Rabbi Stein added. "This will give him insight that previous presidents lacked and will help him find a proper solution, something no other leader has been able to bring about."
